Ice cream cones get soft when they are filled and left out or refrigerated for more than a couple hours. I think it would be best to fill them closer to serving. If you have everything measure out it would only take minutes to assemble. You can made the filling ahead of time, and measure it out with an scoop and place the scoops onto parchment paper and refrigerate them overnight, then put them into the cones and add the cookies. That will save time the day of serving.
